Jharkhand High Court: As winter tightens its grip on Jharkhand, the state legal authority has launched an urgent drive to locate homeless citizens and offer them safe shelter during the chilly nights.
Jharkhand Launches Statewide Drive to Protect Homeless People
The Jharkhand High Court has taken a proactive step as temperatures drop sharply across the state. Justice Sujit Narayan Prasad, who serves as a judge of the Jharkhand High Court and the executive chairman of the Jharkhand State Legal Services Authority JHALSA, has directed all District Legal Services Authorities to identify people living without shelter, especially women, widows, children and those staying on footpaths.
This initiative follows a noticeable decline in temperature. According to the Indian Meteorological Department, cold wave conditions were reported in several areas of western and central Jharkhand during the last 24 hours, with Gumla recording a minimum temperature of 7.8 degrees Celsius.

Teams to Identify Homeless Residents Across Districts
Justice Prasad instructed each DLSA to form teams that include panel advocates, retainer advocates and para legal volunteers. These teams will visit different localities, markets and roadside stretches to find people sleeping in the open and assess their immediate needs.
He emphasized that these bodies must work closely with urban local authorities so that individuals identified during the survey can be shifted to available shelter homes.
Ensuring Access to Welfare Schemes and Winter Support
Justice Prasad further noted that the identified individuals should also be connected to social welfare schemes based on their eligibility. The aim is to ensure long term support instead of temporary relief.
In cooperation with district administrations, DLSAs have also been asked to arrange public fires, warm clothing, woollen blankets and food supplies for those in need.

JHALSA Highlights the Urgency of the Situation
In an official statement, JHALSA mentioned that people living on footpaths experience severe hardships during winter, often leading to preventable incidents. The authority reiterated its commitment to working with government and non government organisations to provide timely assistance.
The directive comes at a crucial moment as night temperatures continue to dip across Jharkhand, raising concerns about the safety and well being of vulnerable groups.
